Short answer: the app is free to download and free to use on one device, up to 10 employees. Above that, or if you want the board shared across devices, it is a monthly subscription — from $25/month on a limited offer, $39 at the regular price, and $49.99/month for unlimited employees.

Their homepage and pricing page both lead with:
"100% free to download and use"
And on the pricing page:
"The app is completely free — no trial, no subscription. Cloud sync (optional) is the only paid add-on, for connecting devices across your salon."
Then, on the same page, under "Choose your plan", there are two monthly plans and a third paid service. Both statements are on the same page.

The free plan lists "Basic turn-tracker managemnet" [sic]. Sync and cross-device notifications appear from Essential up. Push notifications and the employee mobile app also start at Essential. Priority support starts at Plus.
The part worth pausing on
The free plan is capped at 10 employees and lists "local data" — meaning the turn board lives on one device. A shared board is the entire point of a turn tracker, and on the free plan it is not shared.
So the honest version is: free to download is not the same as free to run. For a salon of two or three techs on one front-desk screen, the free plan may genuinely be enough. For anyone above ten, it isn't.

Fair Flow prices per location, not per person. There is no per-technician fee at any tier, and a 14-day trial runs the whole thing before you pay anything.
Their plans are month-to-month with no contract, and data is "preserved for 30 days after cancellation" — worth knowing in both directions.
Where Smart Turn is the better fit
If your salon is small, if one front-desk computer is where walk-ins get called, and if a turn list is genuinely all you need, their free plan costs you nothing and installs in minutes. Their Windows build and their app-store apps are real, and $49.99 for unlimited employees is not expensive.
The gap opens when the salon grows past ten techs, when the desk and the stations need the same board at the same time, or when you want turns to sit next to the time clock, the ticket and the schedule instead of beside them.
